What version, on what OS?
The Linux version has some libraries included, the Windows version doesn't.
Here in the forum at CAD templates, Blocks etc...you can find some links, but not all seem to work, just try it.
 Also at Wiki - Manuals - Old Wiki there is Part Libraries.
Templates is just reserved for your own templates.
