You can't crop the image in LibreCAD.
It's not integrated into the file anyway. So you can crop the original file with an image editing tool like Irfanview. If it's a jpg use lossless jpg cropping.
The scale will not be changed but the position is moved to the left lower corner of the original place, the relative zero of the image persists. So you will have to reposition it.
