There are no special tools for topo / gis / land survey in LibreCAD, except maybe Plugins - ESRI shapefile. This seems to have something to do with the subject, but I don't know how to use it.
In the settings for Angular units there is Surveyor's units, whatever that is.
In the past there have repeatedly been announcements by some users to contribute some development in that field, but there never has been any outcome.

Still, when you get to special questions, ask them here. Somebody might have answers.
