Why do you think that LibreCAD should join FreeCAD? Both programs are totally different. While LibreCAD is a software for 2D technical drawing, FreeCAD is a 3D parametric software with BIM integrated. In terms of programming, one software can't join into other software, like it was a fusion. You should rewrite the code from scratch. Stop thinking about this idea because it's not gonna happen; since it's impossible technically.
If you want that FreeCAD implements LibreCAD functions, you should open issues in its repository:
https://github.com/FreeCAD/FreeCAD/issuesAutoLisp is not open source, so it's not gonna be implemented. Lisp and Python are the options.
What you heard about LibreCAD 3 is not true. LibreCAD 3 is still a work in progress. Releases are missing in the repository.
