2 possibilities:

a): Select both the rectangle and the dimension. Then you can grab and pull one of the small blue squares to a different position.

b): Use Tools - Modify - Stretch. Define an area window around the desired points (first corner, second corner), then specify reference point, then target point.

The dimension has invisible definition points which have to be moved too, this way they are also caught.
