You can download ttf2lff for windows from here: ttf2lff_1.zip

For my experience:

I download Noto Sans Traditional Chinese Font from google font

And use ttf2lff tool to convert NotoSansTC-Thin.ttf to notosantc-thin.lff
ttf2lff <ttf file> <lff file>

#The llf file name must be lowercase otherwise it will display a diamond when you use it.
Copy notosantc-thin.lff to C:\Program Files (x86)\LibreCAD\resources\fonts

#Tip
Set the Word Attributes Pen Width 0.13mm or up to you
