Had the same issue. I required 1:100, 1:200, and 1:50 drawings on the same sheet. The 1:200 drawings were more and required a lot more annotation. So I drew all at 1:1 scale and scaled up or down only those drawings with the fewer annotation requirements. Of course the annotations went haywire with the scaling. So I added the dimension lines as line drawings and the dimensions as text. A bit more work but that seemed the only workable hack available to me.
