Usually one draws in the units that fits better their needs, say meters, kilometers, milimeters, yards, feets, etc
To add a image and scale it to your selected units you can do the following:
insert image unscaled
measure a known dimension of the image
scale the image taking in account the measured dimension and the known dimension, I don't remember currently if it is
one divided by the other or the inverse.
measure again to verify it has scaled right.
Once you have drawn the plans according to your selected units and want to put them on paper, then select print preview and adjust the paper size and scale according to what you want on paper.
