Angle with minutes and seconds

Hi
How can I write minutes and seconds of angles in a command, like : 30°12'3"

I convert to decimal.  For example to draw a line 5 units long at an angle of 30°12'3" I would input the following after specifying a starting position.

@5<30+12/60+3/3600

This converts to a 30.20083° angle.  There may be another method, but I don't know of one.
