Changing The Layer of a Leader line

I am a new user and have an issue that needs help.

I have drawn leader lines and bubbled numbers. I can assign a new layer to the bubbles & numbers but not the leader lines. When I highlight the leader line and right click on the "Edit Properties" nothing happens.  I need help in learning how to change the layer of a leader line.

To change: layer, line type, line width, color, use "Edit Attributes" instead. "Edit Properties" is meant for geometrical properties: coordinates, angles, etc.
