Dimension numbers wrong when imported DXF files

When  I import the DXF files from this site, the pdf drawing and the dimension (flange OD etc) do not match.
Is there anyway to fix this wrong scaling?

I'm not sure but when you go to Edit->Current Drawing Preferences and then choose "Inch" as main drawing unit and set Length->Format to Fractional it will still show another value than in the pdf file. So my best guess is that the drawing from the
pdf file and the dxf file may not be the same ???

on the download site is a Detail link under the drawing, where I found this:

Troubleshoot CAD-related problems

CAD files are in metric instead of British/Imperial scale

Some of our models appear to be the wrong size because they are scaled in metric units rather than inches.
This can be resolved in two ways:

    1. Import these images using metric units (mm).
    2. Enlarge the model by a factor of 25.4. 

But, for the downloaded drawing this doesn't work.

If you want the drawing in inch, open the drawing and scale it by factor 2.25 (10"/4.444").

If you need the drawing in mm, import the DXF as block (File menu). The main diameter then is 112.8889 mm. Scale the whole drawing by factor 2.25 (254mm/112.8889mm).

To change the size of the dimension text and arrows, change the general scale in the current drawing preferences (Edit menu).

What is the simplest way to enlarge/shrink the whole drawing instead of using scaling piece by piece?

Here is the way trough the menu bar after loading the drawing:

Modify - Scale (on the command line you see Select to scale)
Select - All
click the overlapping triangles showing to the right, below the selection tool bar, to accept the selection and to continue (on the command line you see Specify reference point)
use the grid or snap function and click on the origin (red cross, bottom left)
now the Scaling options window opens where you can enter the scaling factor
make sure that the delete origin option is selected an click OK
