How can one eliminate the " 0' " in a 0' - 1/16" dimension showing ?
I am working strictly in small inch measurements and find the "0 feet" indication unnecessary in my case

It's too late for me to test, but could it be Options - Current drawing Preferences - Dimensions - Linear zeros - remove 0' ?

Just played around, found that with Linear units = Fractional all zeros are gone, but also the inches ''. Don't know if this serves you. Don't know much about the imperials system anyway.
What is the isotropic method?

Your suggestion to use the “Fractional Format does help, I do not need the “crowfeet” (“) to know I am working in inches.

in regards to “ Isotropic “
 
a post back in 2014, suggested the following steps:

1. open drawing
2. Edit current drawing preferences and set the precision as high as possible.
3. Edit current drawing preferences and set dimension main units to inch and length to architectural again setting the precision as high as possible.
4. Modify -> Scale
5. Select all
6. Isotropic Scale  12
7. Reset the precision to your desired amount.

This answer helped me too! I'm using (big) metric units (mm) without decimals. A measure of 1120 mm was displayed as 112 mm. I figured out that no measurements could end with 0, e.g. 280 => 28, 1000 => 1, and so on. It turned out that the option Linear zeros:Remove right was enabled. After disabling it I got the expected result. Still, this feature seems not correct to me. It should probably only remove zeros to the right of the decimal period/comma. I'm on LibreCAD 2.1.3.
