The LibreCAD Home page "Download LibreCAD for Windows" link is for version "LibreCAD-Installer_2.0.0beta1.exe 2012-10-30", and the above download link is for version "librecad2.0.0beta1-git2013-04-16.7z".

However, both versions are "LibreCAD2.0.0beta1" for Windows. Is there a version "LibreCAD2.0.0beta2" for Windows, as mentioned on the News page.
