Entities that were added or moved do not respond to a modify>order> command. They do not go to the back or to the front.
It seems that a conflict arises between groups of entities that had their order modified, and those that may overlap and are also to be modified.
The other issue is that anything moved or copied has its order changed to top, even though it is set to maintain present attributes.

Issue is modifying the order of the c-sheathing on the right side wall edge to the back so the board edges are under the roof sheathing, and roofing paper. Also a stud (green vertical lines) moved on layer "level1 studs" after the roofing material order was changed will not change its order to the back and under therefore under the roof sheathing.
