Exporting to make it look like "blue paper"

Whats the best way to export a drawing - (I didn't make that drawing) to make it look as if its done on blue paper with white ink. Basicaly I will then import this into a PPT for a presentation for some management buyin. I didn't make the drawing.

I would say photoshop (photo editor)

print in black and white then mask it ontop of a blue paper background, I am sure on the internet you can find background for that.
Make everything black transparent.
