How do I describe these measurements?

Hey I was designing a circular ring with puncture holes long the center. Immagine having a inner circle of 6 inch diameter and then going a number inches of down and drilling a hole centered on that 6in center line if that makes sense. How would one properly describe this in the dimentions?

I am not really a professional cad user, but it makes sense to use angular dimension on the hole centers.

Using horizontal or vertical dimension runs into trigonometry complexity.
