Importing Blocks aligned to 0,0

so when i try to import/ open a dxf file that i need to work on the corner of the file is not aligned with 0,0. even when i set the reference point to 0,0

It also depends on where the reference point (equal to 0,0 coordinates) in the imported / opened file is.
