Land Survey Diagram

I have a few questions to draw a land survey diagram.

1) The coordinate system uses 0 degrees at the top and turns clockwise. How can I adjust the coordinate system?
2) Where do I enter the height data?
3) How do I generate contour lines from heights within the survey area?

Librecad is a pure 2d-cad. It can't handle height data and so can't generate contour lines.
The coordinate system can't be adjusted either. Sorry.
