Layer organisation
I want to start using layers. Should the main drawing elements be assigned to one layer
and their dimensions be placed on separate layers?
When I select a dimension and go to
Modify-Properties
, I cannot change
Layer
from 0 to 1.
Only Layer 0 is available.

To move an entity to an other layer via properties that other layer has to exist already. You create a new layer in the Layer List at the + button.
Dimensions should be on an extra layer, for other elements you should consider this too, like hatches, text, title box, frame etc.
It is often recommended to leave Layer 0 empty, this has to do with insertion of blocks if I remember right.

Have fallowed what's been instructed and added the dimensions in a Dimensions layer.
