Layer with image and drawing

Hi. I'm using librecad for to draw garden plane. I'm import jpg one of layer. When this layer is visible (or visible and not editable), i'm can not modify object in other layers.
It is normaly for LibreCAD?

this was my problem, too.
My solution (like a workaround)  is to make the jpg layer unvisible, and then i can select and modify other objects.

Maybe it seems to be strange because the image layer hides other objects for the selection tool.
