New User with some comments

My Name is Jim Buskirk. I have been a user of several brands of CAD software since the late 1970s.  Recently, the CAD system I'd been using for years on my PC died after a Microsoft Windows 11 upgrade.  So I started to look for an inexpensive (free) replacement.  I stumbled on Libre CAD and thought WOW!  I already use and love Libre Office; this will be great.  
After downloading and installing, I opened it up and very quickly came to the realization we are in the very early stages of this project.  So here is some feedback to help you add functionality.
Line function:
Users need to be able to draw lines of specified length and angle.
Users need to be able to copy lines parallel at a specified distance
Drawing sheet/Page formatting:
Went to the manual, it mentions the PAGE tab, no clue what it looks like, where it is how to find it how to open it.
Folks, I want this Libre CAD to turn out as good as Libre Office.

Welcome Jim!

It sonds like you have accidentally installed LibreCAD 3, which is indeed lacking a lot of features beacause it is far from production state.

If you follow the download links on our homepage https://librecad.org/ you will find a LibreCAD 2 Release which has all the features you mentioned.
The latest stable release is here: https://github.com/LibreCAD/LibreCAD/releases/tag/2.2.1.1_rc-latest

Btw I recommend to change your user name into something different than the email address.
Otherwise you may get a rising amount of spam.

I uninstalled the 1st version and installed the suggested version: V2.2.1.2-14  compiled 15 Oct 2025
Snap is still not working.  Once Snap is on, it should stay on and be activated when the cursor is near the point to snap to by clicking the right mouse button.  All objects have key points shown in the menu users should not have to tell the system what to snap to; the system should search a small area around the cursor location and highlight the first point found. If it is not the one the user wants, a second right click should highlight the next key point found until the user left clicks to accept what is highlighted.  This functionality has been available for years, and the software must be in the public domain.

Without a working snap, no true 2D model of anything can be built, and dimensioning is impossible.

Snapping is controlled by the snap toolbar. Please check your settings.

To test, it's convenient to enable "grid" and start a drawing tool, (say Tools > Drawing > Line > 2 Points).

I could only guess you probably didn't start a tool to use snapping. Enable snapping in the snapToolbar doesn't start snapping itself. For example, snapping is not used, when selecting entities, instead of coordinates. That's why it's up to the actual tools being activated.
