Print an object drawing inside a title block on A2 paper

I have made two layers: the first contains the Title Block, and the second has the object drawing
with actual measurements.

In Drawing Preferences, the Dimensions use a General Scale of 3.5 and a Length Factor of 1.

How can I print the drawing with the object correctly placed inside the Title Block? Also, what
dimensions should the Title Block have when setting up for an A2 paper format?"

The Title Block has to be drawn 3.5 times larger than intended on the real paper.
You can draw it that size from the onset, or, maybe easier, draw it 1:1 and then enlarge it with Modify - Scale.
As you have title block and the object drawing on separate layers, which you can hide or lock as you like, it is easy to move things around to your liking.
