SVG export via command line

Is it possible to use LibreCAD via command line in order to convert/export a CAD file (in my case is a DXF) into an SVG?

No.
LibreCAD has functionality for PDF export but not for SVG.

librecad dxf2pdf -h

Inkscape can open DXF files too, but I don't know if it has command line functionality for batch conversion to SVG.
