Scaling frames and the drawing itself

How to fit a drawing of a part measuring 5000mm and a A4 paper-border-text drawing with 210x297mm?
Having a different layer and scaling one of them? If scaling the first, what about the mesures, and if scaling the second, what about the print?

Got it.
Frame should be in another dxf file and imported as a block. After that, just select the block and modify->scale.
Works fine.
