align coordinate system on an element

is there a way to align the coordinate system to an element. So that X and Y is relative to the baseline of this object.

No, there is no way to do that.

I might be understanding what you are asking differently.  Is your intention to have a specific element of a drawing positioned to a coordinate and have everything in the drawing moved accordingly?  If so, you could do it the other way around and align (all) elements to the coordinate system by selecting everything in the drawing and then using snaps and the "Move / Copy" command (Tools - Modify - Move / Copy) to reposition everything in the drawing.
