Use function "Draw - Line - Parallel". It works at least for lines, circles and arcs, I have not checked with other kinds of entities. For circles and arcs, you can also use "Draw - Circle/arc - Concentric"
The command line window shoud be open before you do that. When the system asks you for the distance to apply, you must first give the focus to the command line window by clicking on it with the mouse. You enter the distance and then you press "Enter".
