There are at least two possibilities:
1- If you just have a circle, go to "Modify", a hand with an extended finger, and then select "Divide", a square with a line across it. The command line will ask you to select the entity to cut, at this point you must select the "Snap on Entity", then select your circle and click where you want one end of the arc to be, select again the circle and click where you want the other end of the arc to be. Escape twice and you have a circle made of two arcs, you can select one and suppress it.
2- If you have a circle and a line going through it, go to "Modify" and select "Trim", an arrow crossed with a line, the command line will ask to select the limiting entity, select the line, then it will ask you to select the entity to trim, click once close to one end of the arc you want to create and a second time close to the other end of the arc. The other part of the circle should disappear.
