layers visabiliy linked

I opened up my file and two layers are linked when it comes to visibility.  I am not seeing anything in modify attributes to edit it.  Is there something I am missing?

When I selected the layer stuck on another layer it would select it as a whole.  I copied and pasted it, and it pasted all the parts.  I moved it to a new layer and visibility is normal
