For better help, always say what is your system and which librecad version you use.

This seems a bad "position and window size" saved settings
In linux delete or rename LibreCAD.conf in /home/"user"/.config/LibreCAD/
In windows exec regedit and find LibreCAD, then delete the "Geometry" branch.
