Ok, I have solved part of the problem with a work around.

With the latest Mavericks LibreCad:
When I save to my desktop and then close the current LibreCAD work screen, I can go to file open and reopen the saved file.  If I close out of LibreCAD completely, the program will crash when I restart the program and try to open the saved file.
When I do a restart of LibreCAD, create a square and save the file to my desktop, I can reopen the newly saved file, I can open any of the other saved files that are on my desktop.  I can also open saved files in my Documents folder.
The bottom line here is, if I restart LibreCAD, I must first save a new drawing before I can open an old saved drawing.
