I think this is a bug solved in current development release 2.2.0 rc2. As you are on Windows you can get it here: https://sourceforge.net/projects/librecad/files/Windows/NightlyBuilds/master/
It is as stable as 2.1.3 and can be recommended for standard use. Give it a try.
