1: Unlock it by clicking into the tick box.

2: a)  Shown as boxes? Probably View - Draft mode on. Switch it off.
    b) Half value? Check Options - Current Drawing Preferences - Dimensions - Length Factor. Is it 0.5? Set to 1.
