Configuring the keyboard & mouse bindings

Is there any way to assign different functionality to mouse (mainly) clicks and scrolls?   I use several different CAD packages inluding Altium for eletronics, and DrawIO for diagramming.  I'd love it I  could make them all do zoom and pan with the same way.

LibreCAD is very configurable. Have you looked at https://docs.librecad.org/en/2.2.0_a/ref/customize.html ?

Thanks for pointing this out.  It doesn't really do what I need, though.  I was looking more for key bindings so I can make the two CAD applications use the same keystrokes for Zoom and Pan.

LibreCad:  rotating the wheel zooms and click&hold the wheel, then drag the mouse pans.
Altium used the click/hold + wheel to zoom and holding the right-click button pans.  

For what its worth, I like LibreCad's config better but I know I'll get nowhere with Altium.
