Relocating 0,0

I'm using Linux Mint 17, Spent many class room hours, last aroung 1996, then no practical experience since. My training was AutoCAD 14. Have looked through helps on this subject, with no success.

   I seem to remember that entering coordinates via the command line would return me to that position (i.e. 0,0.)

  Can I Begin a new project maybe borders, and buildings that won't be modified, saving that as layer "0", thus being able to always to return to a particular point?

  I'm sure that the problem stems from my mouse, and that attached arm.

I'm going to try that anyway. Thanks in advance.

Snap -> Set relative zero position
Snap -> Lock relative zero position

Looks like we need a wiki on "How to remove all local setting options". Users should try this option before reporting a bug.
