Command line is mid page, not at the bottom - how do move it down?

When I active the command line toolbar, the command line appears mid display. Actually about 2/3 down from the top of the drawing field.
Previously, it was at the bottom like the tutorials suggest it should be.
How do I move it down?

Thanks for the reply.
I opened it again this morning and this time it opened with the command line at the bottom as normal. So I did not get to try out the drag method. I thought I had tried that before, but probably did not do it correctly.
