Menu language changes command language.

Hello, this is to report a simple bug in LibreCAD 1.0.2

In the menu Edit/Application preferences the user is allowed to change the GUI language and the Command language.
However command language has no effect, while GU/I language changes the commands language as well.

For example,
running LibreCAD in GUI:English, Command:English you can use the 'rectangle' command to create a rectangle.
running LibreCAD in GUI:English, Command:Spanish (Perú) the command is still 'rectangle' -- it should be 'rectángulo'.
running LibreCAD in GUI:Spanish (Perú), Command:english the command is not 'rectángulo' -- where it should remain as 'rectangle' since Command is still in english.

Command translation is not fully implemented. It's improved in 2.0 series, but still not that good
